They have recently returned from their meeting at the Instituto de Empresa, Madrid, were they met their seven other European partners as part of The Leonardo da Vinci programme ‘Developing Learning Facilitators in SME’s. The Developing Learning Facilitators for SME’s (DLFS) project is directly targeted at micro-enterprises in the European Union. The importance of this business group in the areas of ‘Job creation, innovation, economic dynamism ad greater social inclusion’, has been widely recognised. All micro-enterprises, regardless of the sector in which they are active, face similar problems and challenges. SMEs are extremely sensitive to changes in the economic climate and are often dissatisfied with support available to them. Therefore the DLFS project is specifically targeted at employees within these micro-enterprises in the belief that every employer/employee has the potential to become ‘facilitators’. The term ‘facilitators’ meaning a person who takes on the responsibility of guiding fellow employees towards integration into working life. The means to achieve this aim will be the identification and training of a ‘facilitator in each of the participating micro-enterprises. The main progress to date on the project has been identifying the training needs of SME’s throughout Europe. From this research, training modules are now being developed to assist employees in micro-enterprise across Europe to become a facilitator enabling them to train others. This project has been selected by the European Commission and funded by the Community budget as part of the second phase of the Leonardo de Vinci Community Action Programme on vocational training. The principle objective of the E Commerce I Project was to use the LEA network to promote the concepts of the information age and to encourage its use by the small businesses that comprise the vast majority of Northern Ireland’s business population. The E-Commerce II project which was launched in September 2003 is a continuation of the original project and focuses on four main aspects: (i) LEA phase - 30 LEAs across 31 sites were assisted under E-Commerce I. Through the E-commerce II project there has been an increase in bandwidth capacity from 256kb to 2mg at all 31 sites, allowing quicker access and wider availability of the service to tenants. Firewalls have been replaced in each Enterprise Centre again allowing for an increased number of tenants using the service. Service support contracts have also been put in place for the LEAs and tenants for the next 3 years, covering licences, hardware support and anti virus software. (ii) Tenant phase - Ten additional sites, 4 new sites and 6 extension blocks have been enabled with access to 2mb Internet access and cabling and hardware fit out. Tenant businesses in the additional centres now have access to hardware, Internet Service provision, email and web site hosting. (iii) Enterprise NI phase –Through the E Commerce II project a server has been supplied and commissioned to host the Enterprise NI core operations. The Innovation and Incubation Initiative I³ is an innovative project as it is the first comprehensiveonline training approachwhich is aimed directly at the managers and staff of incubators, BICs(Business Innovation Centres) and business advisors and which specifically addresses the specialised support requirements of high growth SMEs. The project is based on the premise that by improving the competencies of the managers and staff of incubators, BICs and other business advisors, the quality of services provided to SMEs can be enhanced and hence the growth of these SMEs can be greatly supported. Where did the Idea for this Project Originate? The Lisbon European Council identified innovation and knowledge diffusion as crucial determinants of Europe’s future wealth creation and competitiveness. Incubators and EC BICs are recognized as key players in this development process. However, evidence indicates that European incubators are not yet as effective as their international counterparts. Innovation statistics, specifically the number of patent applications in high-tech classes, also reveal Europe’s potential for improvement. The I³ initiative responds to this innovation deficit by improving the core competencies of business advisers and BIC and Incubator personnel in responding to the specific and specialized requirements of high growth SMEs. Who is this New Training Approach directed at? Business advisers Personnel of incubators and BICs Firms assisted by incubators and BICS How can I get involved? If you are interested in the training and resource tools being developed in this project, we welcome your involvement in a number of ways: Provide information on your requirements (whether you represent incubator personnel or start-up companies) Test the training and resource tool prototypes and provide feedback Participate in training, information and dissemination events E-Learning: Using new multimedia technologies and the internet improves the quality of learning and ensures that the skills available meet the needs of business and employers. Companies want ongoing education, which creates, develops and extends the enterprise’s knowledge and know that they should become learning organisations as a way to attract and retain talent. An Innovation One-Stop Shop will provide access to this expertise and also enable businesses to meet their developmental needs in order to remain competitive and continually introduce innovation within their processes and to their products to maximise profitability and growth potential.
